Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, P.1467_110 B, P.1467_005, P.1467_105 Rev C, P.1467_102 Rev F, P.1467_103 Rev E, P.1467_101 Rev C, P.1467_100 Rev A and P.1467_001, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the materials to be used for the external walls and roofs of the extensions hereby approved shall be of the same colour, type and texture as those used on the existing building(s). Reason: In the interests of the visual appearance of the development in accordance with Policies CS1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, and Policies C4, D1, G2, G4 and H13 of the South Oxfordshire Local Plan 2011.

The external materials to be used for the plinth and roof of the detached garage / outbuilding hereby permitted shall match those used on the existing dwelling. Reason: In the interests of the visual appearance of the development in accordance with Policies CS1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, and Policies C4, D1, G2, G4 and H13 of the South Oxfordshire Local Plan 2011.

The external walls of the detached garage / outbuilding hereby permitted shall be clad in horizontally aligned timber boarding as shown on the plans hereby approved or in materials and details which shall have previously been approved in writing by the Local Panning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CS1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, and Policies C4, D1, G2, G4 and H13 of the South Oxfordshire Local Plan 2011.

The flintwork on the exterior of the development hereby permitted shall be constructed using traditional knapped flint, individually laid as part of the construction and lime mortar. Reason: In the interests of the visual appearance of the development in accordance with Policies CS1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, and Policies C4, D1, G2, G4 and H13 of the South Oxfordshire Local Plan 2011.

The rooflights hereby approved shall be set flush with the plane of the roof in which they are to be inserted. Reason: In the interests of the visual appearance of the development in accordance with Policies CS1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, and Policies C4, D1, G2, G4 and H13 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the development hereby permitted the proposed means of access onto Chinnor Hill is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Before the proposed access is first used, the existing access onto Chinnor Hill shall be permanently stopped up by the means of reinstatement of the highway verge and proposed planting to the approval of the Local Planning Authority and in accordance with the local highway authority's specifications. Thereafter the closed access shall not be used by any vehicular traffic whatsoever. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The vision splays shown on the approved plan P.1467_110, Rev B shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan P.1467_110, Rev B and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies D2, T1 and T2 of the South Oxfordshire Local Plan 2011.

The tree protection details set out in the submitted Arboricultural Report (26th October 2020) and as shown on the approved plan 1587 01 Rev A shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CS1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C4, C9, D1, G2, G4 and H13 of the South Oxfordshire Local Plan 2011.
