The proposed development by way of the introduction of hard-surfacing and formation of the vehicular access, associated vision splays involving the removal of hedging, and the erection of a close boarded gate, would intrude into the countryside and would have an urbanising impact that would be harmful to the rural character and appearance of the site and surrounding area. As such the proposal would be contrary to Policies D1, C4, C9, G2, and G4 of the South Oxfordshire Local Plan 2011, Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, and advice contained within the National Planning Policy Framework.
