The proposed development would, by virtue of its visual bulk, massing and density, and with regard to the proposed car parking arrangements would represent an over intensive form of development, that would be out of keeping with the established character and appearance of the surrounding built form. As such, the proposal would be contrary to Policy CSQ3 of the South Oxfordshire Core Strategy, Policies G2, D1 and H4 of the South Oxfordshire Local Plan 2011, Policies DES1 and DES2 of the emerging South Oxfordshire Local Plan 2035 and advice contained within the South Oxfordshire Design Guide 2016 and the NPPF.
