The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
No development shall commence until a construction environmental management plan for biodiversity (CEMP: Biodiversity) has been submitted to and approved in writing by the local planning authority. The CEMP: Biodiversity shall detail working methods, measures and precautions to be implemented during the demolition and construction phases of development to avoid adverse impacts on the nearby watercourse Bradford's Brook. Thereafter, the development shall be implemented in accordance with the approved CEMP.
Reason: To protect the biodiversity value nearby watercourse, in accordance with Policy C6 of the South Oxfordshire Local Plan 2011, Policy CSB1 of the South Oxfordshire Core Strategy 2027, and paragraph 170 of the NPPF.
No development shall commence until a detailed surface water drainage scheme has been submitted to and approved in writing by the local planning authority. The surface water drainage scheme shall be based on sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development. Thereafter, no building shall be occupied until the surface drainage works to serve the development have been carried out and completed in accordance with the approved details. The scheme shall include:
- Details of SuDS techniques to manage water quantity and maintain water quality;
- A detailed sustainable drainage layout;
- Full drainage calculations including an appropriate allowance for climate change;
- A flood exceedance plan;
- SUDS and drainage construction details;
- Details of proposed levels; and
- A detailed maintenance management plan in accordance with Section 32 of CIRIA C753 including maintenance schedules for each drainage element.
Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
No development shall commence until a detailed foul water drainage scheme has been submitted to and approved in writing by the local planning authority. Thereafter, no building shall be occupied until the foul drainage works to serve that building have been carried out and completed in accordance with the approved details.
Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
No development shall commence until a photographic schedule of all materials to be used in the external construction and finishes of the development has been submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policy D1 of the South Oxfordshire Local Plan 2011.
No development or demolition shall commence until an archaeological written scheme of investigation, relating to the application site area has been submitted to and approved by the local planning authority. The archaeological written scheme of investigation must be prepared and carried out by a professional archaeological organisation acceptable to the Local Planning Authority.
Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with the NPPF, Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.
No development or demolition shall commence until a staged programme of archaeological evaluation and mitigation has been carried out and a report has been submitted to and approved by the local planning authority. The staged programme of archaeological evaluation and mitigation must be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation referred to in condition 7. The timescales for the programme of work shall be agreed by the local planning authority. The programme of work shall include all processing, research and analysis necessary to produce an accessible and usable archive contained within a report to be submitted to the Local Planning Authority within one year of first occupation of the buildings.
Reason - To safeguard the identification, recording, analysis and archiving of heritage assets before they are lost and to advance understanding of the heritage assets in their wider context through publication and dissemination of the evidence in accordance with the NPPF, Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.
No development shall commence until a phased risk assessment has been submitted to and approved in writing by the local planning authority. The phased risk assessment must be carried out by a competent person in accordance with current government and Environment Agency Guidance and Approved Codes of Practice such as CLR11 'Model Procedures for the Management of Land Contamination' and BS10175 'Investigation of potentially contaminated sites'. Each phase shall be submitted to and approved in writing by the Local Planning Authority.
Phase 2 shall include a comprehensive intrusive investigation in order to characterise the type, nature and extent of contamination present, the risks to receptors, and if significant contamination is identified to inform the remediation strategy. Phase 3 requires that a remediation strategy shall be submitted to and approved by the local planning authority to ensure the site will be rendered suitable for its proposed use.
Reason - To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in line with the NPPF and Policies EP7 and EP8 of the South Oxfordshire Local Plan 2011.
No development shall commence until a plan to show sheltered cycle parking facilities for at least 12 cycles has been submitted and approved by the local planning authority. Thereafter, no building shall be occupied until the approved cycle parking has been provided in accordance with the approved details. The cycle parking shall then be retained as approved.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.
No development shall commence until a detailed plan showing car parking spaces to be accommodated within the site has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the approved car parking shall be laid out, surfaced, drained and completed in strict accordance with the approved details prior to the first occupation of the development hereby permitted. The car parking spaces shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
No development shall commence until a scheme for the landscaping of the site, including the planting of live trees and shrubs, has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented prior to the first occupation or use of the development hereby approved and thereafter be maintained in accordance with the approved scheme. In the event any of the trees or shrubs planted die, or are seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
No development shall commence until a scheme to protect the existing hedges on the land has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the agreed scheme shall be implemented and maintained throughout construction in accordance with the approved scheme. In the event any of the hedges die, or are seriously damaged during construction, a new hedge or equivalent number of trees or shrubs, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To safeguard hedges which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
Prior to first use of the development a Green Travel Plan shall be submitted to and approved in writing by the Local Planning Authority; the Green Travel Plan shall include proposals for all travel by modes other than the private car for journeys to and from site. Thereafter, the occupiers shall be provided with copies of the Green Travel Plan to distribute to employees to inform them of sustainable modes of transport to and from the site.
Reason: To encourage the use of sustainable modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.
The development shall not be occupied until the approved remediation strategy referred to in condition 9 has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority.
Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed
to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with the NPPF and Policies EP7 and EP8 of the South Oxfordshire Local Plan 2011.
Prior to first use of the development a scheme for the provision and implementation and maintenance of at least 3 electric vehicle charging points shall be submitted to the local planning authority for approval. Thereafter it must be implemented and maintained in accordance with the approved scheme.
Reason: To provide measures which contribute to the use of sustainable transport modes and reduce impact on air quality in accordance with the NPPF and Policy CSWAL1 of the South Oxfordshire Core Strategy 2027.

Within 6 months of the occupation of the development evidence that the development is registered with a BREEAM certification body and a final certificate indicating that the development has achieved the stipulated BREEAM level 'GOOD' shall be submitted to and approved by the local planning authority. The development shall achieve BREEAM level 'GOOD' unless otherwise agreed in writing by the Local Planning Authority.
Reason: To ensure high standards of sustainable design and construction in accordance with Policy CSQ2 of the South Oxfordshire Core Strategy 2027.
External lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the local planning authority. No lighting shall be placed on the southern elevations or directed towards Bradfords Brook. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent light pollution.
Reason: To protect the appearance of the area, the environment and wildlife from light pollution in accordance with the NPPF and Policy EP3 of the South Oxfordshire Local Plan 2011.
