Description
Change of use of buildings to offices and storage (Building 2), part microbrewery/part tractor shed, hay & straw barn (Building 3), furniture storage (Building 4) and retention of steel container and front cladding to accommodate a gunsmith (Building 1) - retrospective (gates repositioned to widen access as shown on amended plan and described in supporting letter received 27th May 2020).
Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 20-P003-01A, 20-P003-09, 20-P003-10, 20-P003-03, 20-P003-04, 20-P003-05, 20-P003-07, 20-P003-08, 20-P003-06 and 20-P003-02, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior cladding to Building 1 shall be dark stained within three months of the date of this permission and thereafter retained as such.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
The repositioning of the vehicular access gates and the parking and turning areas shall be provided in accordance with the approved plans 20-P003-01A and 20-P003-10 within three months of the date of this permission and shall thereafter be retained as approved.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Any commercial occupier of the buildings, other than the equestrian business known as Friar Park Stables, shall not occupy or use more than one of the buildings at any given time.
Reason: To ensure that the commercial use of the buildings remains low key and that future expanded commercial use would not give rise to any implications for highway safety or visual amenity in accordance with Policies CSR2, CSEM1, CSEM4, CSEN1 and CSEN3 of the South Oxfordshire Core Strategy and Policies G2, CON7, E5, E8 and T1 of the South Oxfordshire Local Plan 2011 and Policies DQS1 and T1 of the Joint Henley & Harpsden Neighbourhood Plan.
Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to its installation. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent nuisance to adjoining residential occupiers from light spillage.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.
