Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, KCC2829_07 07_20tk, KCC2829-03, KCC2829-04, KCC2829-05, KCC2829-01, KCC2829-02 and KCC2829-06, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified within the submitted schedule (KCC2829 PM Jul 20 Amended 14-07-20). Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The measures detailed within the agent's supporting Ecological Enhancements Proposal (July 2020) shall be implemented in full within the timescales set out in the document. Any variations shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.

The tree protection details as shown on the approved plan (KCC2829-06) shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011

The surface water drainage scheme described within plan KCC2829-07 shall be implemented prior to first use of the approved building and retained as such thereafter. Reason: In order to ensure adequate provision for surface water drainage, in accordance with Policy EP6 of the South Oxfordshire Local Plan 2011

No external lighting shall be installed within the development site unless details have first been submitted to and approved in writing by the Local Planning Authority. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

The building hereby permitted shall be used only for the private leisure purposes of the owner of the land, and shall not be used for any commercial activity. Reason: To meet the particular needs of the applicant and to avoid the introduction of a commercial use in this rural location, in accordance with Policies CSS1 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2, and R10 of the South Oxfordshire Local Plan 2011.
