Conditions / Refusal Reasons
That to vary condition 6 of the planning permission P19/S1142/FUL in order to allow new vehicular access onto Pack and Prime Lane, and to remove condition 8 to allow construction traffic to use Pack and prime Lane, would result in the increase of vehicle movements, including servicing vehicles, accessing and egressing the site along Pack and Prime Lane, a single width access drive with limited forward visibility and passing opportunities to the detriment to the safety and convenience of users of the public highway. Furthermore, this proposal can only increase the use of a substandard junction Pack and Prime Lane junction with Gravel Hill with poor visibility sight lines outside of the applicants' control, which can only increase the risk to Highway Safety and to users of the Highway in the vicinity. Therefore the proposal is contrary to Policies H4, T1 and T2 of the South Oxfordshire Local Plan 2011.
