Given the design, scale and position of the building and the feature Juliet balconies fronting onto the banks of the River Thames, inside of the conservation area the proposed replacement balcony railings form a prominent feature on the existing riverside. Black powder coated profile metal sections with perspex sheet railings of the type and design proposed are uncharacteristic of the existing building and the surrounding conservation area. The proposed development would have a negative impact upon the character and appearance of the existing property, site, riverside location and surrounding conservation area. As such, the proposal would be contrary to Policies C3, CON7, D1 and G2 of the South Oxfordshire Local Plan, Policies CS1, CSHEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy, Policies set out in the emerging South Oxfordshire Local Plan 2034 and Policy DSQ1 of the Joint Henley & Harpsden Neighbourhood Plan, advice from the South Oxfordshire Design Guide and to Government guidance in the National Planning Policy Framework.
