The development to which this permission relates must be begun not later than 18 July 2022. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P21/S3519/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 517-26 P8 Rev A, 517-26-P12 Rev A, 517-26-P2, 517-26-P3 Rev A, 517-26-P11 Rev B, 517-26-P13 Rev B, 517-26-P15 B, 517-26-P5 Rev B, 517-26-P10-Rev B, 517-26-P9 Rev A, 517-26-P7 Rev A, 517-26-P1, 0673.1.1Rev C, 517-26-P6 Rev G, 517-26-P14-RevH, MWA TPP 001 v 2, 517-26-P4, 8664.00.E.00.200.01 Rev 0, 8664.00.E.00.200.02 Rev 0. J32 2644-P5-022 RevC, J32-2644-P5-025 Rev C except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Details of foul drainage provision shall be carried out in accordance with details approved under planning ref P19/S4078/DIS prior to the first occupation of the building. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The hours of operation for construction and demolition works shall be restricted to 08.00 to 18.00 Monday to Friday and 08.00 to 13.00 on a Saturday Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

The developer shall ensure that appropriate provision is made for the control of noise and dust emanating from the site, so as not to cause undue disturbance to the occupants of nearby residential properties. Reason: To protect the occupants of nearby residential properties form noise and dust disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of the development hereby approved the means of access onto the site from the A329, is to be formed and laid out and constructed strictly in accordance with the details submitted and approved under the S278 Agreement dated June 06 2020 and under ref P19/S2675/DIS. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The proposed vision splay shall be formed, laid out and constructed in accordance with the plans which were submitted to and approved in writing by the Local Planning Authority under planning ref P19/S4078/DIS and by way of the Section 278 Agreement dated June 06 2020, prior to the first occupation of the Pre Prep School and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6m metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The Construction Traffic Management Plan (CTMP) shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development in accordance with details approved under ref P19/S4078/DIS. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the use of the development hereby permitted a Green Travel Plan shall be drawn up, and submitted to and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by modes other than the private car for journeys to and from site. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

The off-site highway works as set out in the Section 278 Agreement dated June 06 2020 shall be implemented in full before the first occupation of the development or in accordance with a programme of implementation agreed in writing with the Local Planning Authority. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The drainage works shall be carried out prior to the occupation of the building in accordance with details approved under ref P19/S4078/DIS Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The landscaping scheme as shown on the approved plan 0673.1.1 rev C shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011

The development shall be carried out in accordance with the tree protection methods as set out in the submitted arboricultural report (dated 05.09.2018) and shown on the tree protection plan (dated 05/-9/2018). The tree protection measures shall be installed prior to any development activity and kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011
