The proposed design of the entrance gates would detract from the architectural and historic interest of the house. The solid gate would obstruct views of the house at the approach. In addition, insufficient information has been provided to demonstrate whether the impact of the proposed extensions to the close-boarded fencing would be acceptable and whether the curved section of wall would be removed. In overall terms, the proposed development would result in less than substantial harm to the setting of this Grade II listed building that would not be outweighed by any public benefits. As such, the proposal would be in conflict with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON5 of the South Oxfordshire Local Plan 2011 and the advice set out in the relevant paragraphs of Section 16 of the NPPF.
