No development shall commence until a full surface water drainage scheme, including details of the size, position and construction of drainage works, shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 100 year storm + 40% CC and will be implemented in accordance with the approved details prior to the construction of the dwellings hereby approved. No development shall commence until, a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the size, position and construction of the drainage scheme, all coupled with calculations to evidence this. The scheme will be implemented in accordance with the approved details prior to the construction of the dwellings hereby approved. Prior to the commencement of the development hereby approved, a biodiversity enhancements strategy (BES) for the site shall be submitted to and approved in writing by the local planning authority. The BES shall contain details of habitat creation (cross referencing landscaping plans as appropriate) and the location and specification of bat boxes, bird boxes and reptile refugia. Thereafter the BES shall be implemented as approved. Reason: To compensate for the loss of habitat on site, in accordance with Policies C6 and C8 of the South Oxfordshire Local Plan 2011, Policy CSB1 of the South Oxfordshire Core Stragety 2012, Policy 12 of the Goring Neighbourhood Plan 2019 and paragraph 170 of the National Planning Policy Framework 2019. No development or any site works including demolition shall commence until the tree protection details as shown in the approved Arboricultural Method Statement (Revised May 2020) and on the Tree Protection Plans submitted 7 July 2020 - 18022 - PP101 - E (Appendix 1 and Appendix 2) have been implemented. Thereafter, the tree protection measures shall be retained in situ for the duration of development. Prior to demolition of the existing dwelling, including any stripping or other preparatory works to the structure, evidence of the successful receipt of a European protected species licence, or evidence of the successful registration of the site under the bat mitigation class licence, specific to this development, from Natural England, shall be submitted to and approved in writing by the local planning authority. Reason: To protect the important species on site, in accordance with Policies C6 and C8 of the South Oxfordshire Local Plan 2011, Policy CSB1 of the South Oxfordshire Core Strategy 2012, Policy 12 of the Goring Neighbourhood Plan 2019 and paragraph 170 of the National Planning Policy Framework 2019

Prior to any development above foundation slab level, a photographic schedule and specification of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development and responding to the character of the area in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2012, Policies G2 and D1 of the South Oxfordshire Local Plan 2011 and Policy 16 of the Goring Neighbourhood Plan 2019

Prior to the construction of the the new dwellings above foundation slab level, a scheme for minimising of light spillage from the proposed glazing on the north elevation of each new dwelling shall be submitted to and approved by the Local Planning Authority and thereafter implemented and retained in accordance with the approved details, prior to first occupation of the new dwellings hereby permitted Reason: To ensure that reflection and light spillage is kept to a minimum to safeguard the landscape character of the area in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2012, Policies G2, D1 and EP3 of the South Oxfordshire Local Plan 2011 and Policies 02, 11,13 and 16 of the Goring Neighbouhood Plan 2019

The landscaping scheme as shown on the approved plan P400 F shall be implemented and completed prior to the first occupation of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011 and Policy 11 and 16 of the Goring Neighbourhood Plan 2019

The first floors windows in the side (east and west) elevations of the three dwellings hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policies D4 and H4 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the development hereby permitted the proposed means of access onto Elvendon Road is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of the development vision splays measuring 2.4 metres by 43 metres shall be provided to each side of the access and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 18022-PP101 E,and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Any section or part of the existing unauthorised close boarded fence erected around the site which does not accord with the approved hard and soft landscape scheme as shown in drawing P400 F shall be removed from the application site prior to first occupation of the dwellings hereby approved. Reason: Reason: In the interests of the visual appearance of the development, character of the area and special AONB landscape in accordance with Policy CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2027, Policies G2 and D1 of the South Oxfordshire Local Plan 2011 and Policy 11 of the Goring Neighbourhood Plan 2019

The cill level of the two roof lights in the east elevation of plot 1 shall be at least 1.7 metres above the floor level of the associated rooms and shall be retained as such thereafter. No additional rooflights shall be inserted into the side (east and west) elevations of the development hereby approved without planning permission from the Local Planning Authority. Reason: To ensure that the development is not unneighbourly in accordance with Policies H4 and D4 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall be implemented in accordance with the measures stated in section 6 of the supporting Bat Survey Report (Ecology By Design Ltd, 09/10/2019, Project Code: EBD00931). Reason: To minimise the impacts of development on, and secure net gains for, biodiversity in accordance with Policies C6 and C8 of the South Oxfordshire Local Plan 2011, Policy CSB1 of the South Oxfordshire Core Strategy 2012, Policy 12 of the Goring Neighbourhood Plan 2019 and paragraph 170 of the National Planning Policy Framework 2019

Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent light spillage in Chilterns Area of Outstanding Natural Beauty Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy CSB1 and CSQ3 of the South Oxfordshire Core Strategy 2012 Policies D1, C6, EP3 of the South Oxfordshire Local Plan 2011 and Policies 02, 11,13 and 16 of the Goring Neighbourhood Plan 2019.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity, high quality design, character of the area and special interest of the AONB landscape and in accordance with Policy CSQ3, CSEN1 of the South Oxfordshire Core Strategy 2012, Policies G2 and D1 of the South Oxfordshire Local Plan 2011 and Policies 02, 11 and 16 of the Goring Neighbourhood Plan 2019

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement of a dwellinghouse consisting of an addition or alteration to its roof as described in Schedule 2, Part 1, Class B of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity, high quality design, character of the area and special interest of the AONB landscape and in accordance with Policy CSQ3, CSEN1 of the South Oxfordshire Core Strategy 2012, Policies G2 and D1 of the South Oxfordshire Local Plan 2011 and Policies 02, 11 and 16 of the Goring Neighbourhood Plan 2019

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity, high quality design, character of the area and special interest of the AONB landscape in accordance with Policy CSQ3, CSEN1 of the South Oxfordshire Core Strategy 2012, Policies G2 and D1 of the South Oxfordshire Local Plan 2011 and Policies 02, 11 and 16 of the Goring Neighbourhood Plan 2019

The garage accommodation hereby approved shall be retained for vehicular parking and shall not be adapted for living or other ancillary purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
