The development hereby permitted shall begin no later than two years from the date of approval of the last of the reserved matters to be approved. Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P21/S0268/DIS

Prior to the commencement of any above ground works, samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Prior to commencement of development, an Energy Statement detailing sustainable design features to be incorporated into the construction and fittings of the dwelling(s) and measures to reduced carbon emissions shall be submitted to and approved in writing by the Local Planning Authority. The measures as set out in the approved statement shall be thereafter maintained and retained in perpetuity. Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES8 and DES10 of the South Oxfordshire Local Plan 2035 Related application(s): P21/S0268/DIS

Further to the provisions of condition 6 above, a Verification Report shall be submitted to the Local Planning Authority for approval in writing prior to the final occupation of the 35th dwelling. The Verification Report shall demonstrate (with photographic evidence) that the energy efficiency measures have been implemented as proposed. Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES8 and DES10 of the South Oxfordshire Local Plan 2035 Related application(s): P21/S0268/DIS

Prior to the commencement of the development hereby approved details of refuse and recycling storage shall be submitted to and approved in writing by the Local Planning Authority. The refuse and recycling storage shall be implemented in accordance with the approved details prior to the occupation of the development hereby approved and retained thereafter. Reason: To ensure adequate provision for the management of waste in accordance with Policy INF1 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

Before commencement of any works, full engineering details of the estate roads and footpaths within the site shall be submitted and approved in writing by the Local Planning Authority. Thereafter, before first occupation of any dwelling, the whole of the estate roads and footpaths (except for the final surfacing thereof) shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming shall be put in place in accordance with the previously approved details. The final surfacing of the estate roads and footpaths shall be completed prior to the occupation of the 35th dwelling. Reason: In the interests of highway safety in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035 and to ensure a satisfactory standard of construction and layout for the development, in accordance with the councils adopted design standards.

Prior to occupation of any dwelling, the car parking for that dwelling shall be provided in accordance with the approved plans. Thereafter, the parking spaces shall be kept permanently free of any obstruction and maintained and retained at all times. Reason: To provide adequate car parking facilities within the site in accordance with the Councils adopted parking standards and in the interest of highway safety in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

Cycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details as set out on drawings 031809-SH01 and 031809-VAN-01 Rev J. The development shall be implemented in accordance with the approved plans. Reason: To encourage the use of cycles as a means of transport in accordance with TRANS5 of the South Oxfordshire Local Plan 2035.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development hereby permitted, a scheme for the landscaping of the site shall be submitted to and approved in writing by the Local Planning Authority. The scheme for landscaping shall include: -the planting of live trees and shrubs (in a wide variety of species, including longer lived and larger canopied species) -details of tree pits -the treatment of the access road and hard standings, and -the provision of all boundary treatment, boundary walls, fences and any other means of enclosure (including full details of the native hedgerow planting along the northern boundary of the site) shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented prior to the first occupation or use of development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, STRAT1, DES1, DES2 and DES7 of the South Oxfordshire Local Plan 2035.

Prior to commencement of the development hereby permitted, a Landscape Management Plan, including management of the approved children's play area, and pursuant to the details submitted under condition 14, shall be submitted to and approved in writing by the Local Planning Authority. The development shall be implemented in accordance with the approved details and managed and maintained in accordance with the approved details in perpetuity. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1 and DES1 of the South Oxfordshire Local Plan 2035.

Construction of the development hereby approved shall not commence until full details of proposed subterranean drainage and services, and including proposed street landscaping features, have been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be completed in accordance with the approved details. Reason: To safeguard trees which are visually important in accordance with Policies ENV1 and DES1 of the South Oxfordshire Local Plan 2035.

Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent nuisance to adjoining residential occupiers from light spillage. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be carried out fully in accordance with the Construction Management Plan ref: 0048-CMP-001 rev 1 and Construction Method Statement Rev E approved under P20/S3656/DIS on 7 January 2020. The development shall be carried out in accordance with the approved plans. Reason: In the interest of highway safety and in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

The pumping station shall be constructed and fully operational prior to occupation of the development hereby permitted. Reason: To ensure that the development is properly serviced in accordance with policy ENV12 of the South Oxfordshire Local Plan 2035
