Description
Proposed conversion and alteration of the existing building to create 14 flats (comprising 11 x 2 bed units, 2 x 2 bed live/work units and 1 x 1 bed unit) as an alternative to the 14 flats most recently approved by extant permissions P19/S1448/FUL, P19/S0180/FUL and P15/S3495/FUL together with associated car parking, storage and amenity space provision.
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 15-011-S-704, 15-011-F-704 A, 15-011-S-402, 15-011-F-402, 15-011-S-401, 15-011-F-401 B, 15-011-M-001, 15-011-S-403, 15-011-F-403, 15-011-S-410 A and 15-011-F-511 A, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials approved under application reference P19/S2304/DIS unless otherwise agreed in writing by the council.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plans 15-011/F/511 Rev A and 15-011/F/401 Rev B and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to the use or occupation of the new development, provision for 34 parking bicycles on the site shall be made which shall first have been submitted to and approved in writing by the Local Planning Authority.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.
Unless otherwise agreed in writing by the Local Planning Authority fire hydrants shall be provided in accordance with details submitted and approved under application reference P19/S2304/DIS. Thereafter the fire hydrants shall be provided in accordance with the approved details prior to the first occupation of any part of the development and thereafter retained.
Reason: In the interests of fire safety in accordance with Policy CSI1 of the South Oxfordshire Core Strategy 2027.
Prior to the occupation of the development a copy of the Sustainable Travel Information Pack (STIP) shall be submitted to and approved in writing by the Local Planning Authority following consultation with the Local Highway authority. The
approved STIP shall then be provided to each household initially to occupy the dwellings to be built and shall include information on the alternatives to single- occupancy car use available to residents, walking and cycle route maps, discounts,
and public transport information.
Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.
In the event that the scheme hereby permitted is implemented, the ability to complete the commenced works on the ground floor of the building approved by applications P15/S3495/FUL and P19/S1448/FUL - that, in combination, would allow for the creation of 4 no. flats - shall immediately cease such that the undertaking of any further works on the ground floor of the building pertaining to the completion of these earlier permissions will be unauthorised and vulnerable to enforcement action.
In the event that the works at ground floor level of the building as approved by applications P15/S3495/FUL and P19/S1448/FUL are completed prior to the implementation of the scheme subject of this application, no more than 10 of the first floor flats hereby approved shall be occupied unless and until the ground floor works approved by this application - relating to the creation of a total of 2 no. flats with associated work/storage space- have been completed.
Reason: To ensure that the development is not implemented in conjunction with other extant planning permissions on the site resulting in a greater number of units than 14 set out in the application which would result in a development that would conflict with Policies CSH3 and CSI of the South Oxfordshire Core Strategy.
