The development to which this permission relates must be begun not later than 5 July, 2022. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1.50, TPP-001, 0.20 Rev B, 0.10 Rev B, 1.41 Rev A, 1.40 Rev A, 1.30 Rev H, 1.52 Rev A and 0.30 Rev C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P20/S4191/DIS, P22/S3692/DIS

The tree protection details as shown on the approved Arboricultural and Planning Integration Report - Ref GHA-DS-1546019 (25 March 2019) shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of the construction period of the development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011 Related application(s): P20/S4191/DIS, P22/S3692/DIS

Construction on the dwelling(s) hereby approved shall not continue above slab level until details of the external materials to be used in the construction of the development has been submitted to and approved in writing by the Local Planning Authority. The written details shall include (as a minimum) a photographic example of each material, the material name and manufacturer/supplier name. Thereafter the development shall be completed in accordance with the approved details. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011. A Construction Traffic and Environmental Management Plan (CMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. As a minimum the CMP shall detail the following measures: - contractor parking and delivery arrangements; - methods to control dust, noise and surface water during construction; - method to prevent mud egress onto the highway. The approved CMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the construction period of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The dwelling(s) hereby approved shall not be occupied or brought into use until means of enclosure have been erected between each plot, the western boundary (shared with the existing property at 3 Elmcroft) and the southern boundary (shared with the existing property at 4 Elmcroft) in accordance with full details that shall first be submitted to and approved in writing by the local planning authority. The submitted details shall include scale plans and elevations, materials specifications and external finish specifications. Thereafter the development shall be maintained in accordance with the approved details. Reason: In the interests of the visual appearance of the development and to preserve privacy in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and D4 of the South Oxfordshire Local Plan 2011.

The dwellings hereby approved shall not be occupied or brought into use until the acoustic fence has been installed in the location shown on approved plan no. Location Plan, Site Plan, Roof Plan - Drawing No. 130 H strictly in accordance with the Dawn Fencing Acoustic Barrier specification and installation methodology detailed within the approved Arboricultural and Planning Integration Report - Ref GHA-DS-1546019 (25 March 2019). Thereafter the acoustic fence shall be retained in accordance with the approved details. To ensure the noise from the railway is mitigated in the interests of the residential amenities of future occupiers of the site in in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies D1, EP1 and EP2 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the dwellings hereby approved, the existing means of access onto Elmcroft shall be improved and laid out and constructed strictly in accordance with written specifications that shall first be submitted to and approved in writing by the local planning authority. The written specifications shall include the construction method for the realigned drive to prevent harm being caused to the roots of the semi-mature cedar tree located at 4 Elmcroft. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The dwelling(s) hereby approved shall not be occupied or brought into use until the hard-surfaced areas for the 6 off-road parking spaces and turning of vehicles have been constructed and laid out in full in accordance with approved plan no. Location Plan, Site Plan, Roof Plan - Drawing No. 130 H and a written schedule of surface materials (to include the level of permeability/porousness and details of 'no-dig' construction method if required to protect adjacent trees) that shall first be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be retained in accordance with the approved details. Reason: To ensure the development is served by sufficient off-road parking and turning areas in the interests of highway safety and the amenities of future occupiers of the dwelling and to preserve the character and appearance of the street scene in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C9, D1, D2, T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development vision splays measuring 2.4 metres by 43 metres shall be provided to each side of the access and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The dwelling(s) hereby approved shall not be occupied or brought into use until areas for the off-road storage of waste and recycling bins have been provided. Thereafter the bin storage areas shall be retained. Reason: To ensure that future occupiers of the development benefit from areas to store bins and refuse away from the public highway in accordance with policy CSQ3 of the South Oxfordshire Core Strategy 2027 and policies D1 and T1 of the South Oxfordshire Local Plan.

External lighting will only be permitted in accordance with a lighting scheme to be approved in writing by the local planning authority. Any such lighting shall be directed downwards to prevent nuisance to adjoining residential occupiers from light spillage and shall be turned on only during the conditioned hours of operation and remain off at all other times. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

No part of the development hereby approved shall be occupied or brought into use until the new dwellings have been connected to drainage systems for both foul and surface water disposal, the details of which shall first be submitted to and approved in writing by the local planning authority. The details submitted shall demonstrate how the proposed drainage systems will be compliant with sustainable drainage (SuDS) principles. Reason: To prevent pollution and to ensure surface water is managed in accordance with Polices EP1 and EP6 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A and E of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To protect neighbouring residential amenities and to ensure future development does not take place within the root protection areas of the protected trees within the site in accordance with with policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies C9, G2, D1, D3 and D4 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

All rainwater drainage shall be designed to avoid any works to the tree protection zone as shown n plan ref ECG 1.30 H (and conform to building regulations.) Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
