Prior to the commencement of the development hereby approved a schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development and surrounding area in accordance with Policies CSQ3, CSEN1 and CSEN3 of the South Oxfordshire Core Strategy 2027, Policies G2, D1, CON5 and CON15 of the South Oxfordshire Local Plan 2011 and Policies SA1, BNE1, BNE2, D1 and H1 of the Pyrton Neighbourhood Plan. Related application(s): P20/S4006/DIS

The landscaping scheme as shown on the approved plans 17-59-PL-240 Rev B, 17-59-PL-241 Rev A, 17-59-PL-242 Rev A, 17-59-PL-243 Rev A, 17-59-PL-244 Rev A and 17-59-PL-245 Rev A shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011 and Policies BNE2 and SA1 of the Pyrton Neighbourhood Plan.

Prior to the commencement of development, a Biodiversity Enhancement Plan (BEP) shall be submitted to and approved in writing by the Local Planning Authority. The BEP should reference the approved Habitat Creation Plan (Drawing No: 7571, Ecology Solutions, April 2020) and habitat target conditions stated in the associated Biodiversity Metric 2.0 Tool (01/04/2020) with justification provided against the relevant supporting habitat condition tables in the Metrics Technical Supplement. The BEP should include: a) Details of habitat creation or enhancements (this could cross reference relevant landscape plans) and include suitably detailed drawings and cross sections as required. b) Details of species enhancements including relevant scale plans and drawings showing the location, elevation and type of features such as bat and bird boxes etc. as appropriate. c) Selection of appropriate strategies for creating / restoring target habitats or introducing target species; d) Selection of specific techniques and practices for establishing vegetation; e) Sources of habitat materials (e.g. plant stock) or species individuals; f) Method statement for site preparation and establishment of target features; g) Extent and location of proposed works; h) Details of specific areas of long-term habitat management not covered by generic landscaping details (e.g. woodland enhancement and scrub management). Thereafter, the biodiversity enhancement measures shall be developed on site and retained in accordance with the approved details. All enhancements should be delivered prior to final occupation. Reason: To avoid a net loss of biodiversity in accordance with Policy CSB1 of the South Oxfordshire Core Strategy and Policies BNE2 and SA1 of the Pyrton Neighbourhood Plan.

Before commencement of any work at the site, full engineering details of the estate road and footpaths within the site shall be submitted and approved in writing by the Local Planning Authority. Thereafter, before first occupation of any dwelling, the whole of the estate roads and footpaths (except for the final surfacing thereof) shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming shall be put in place in accordance with the previously approved details. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to occupation of any dwelling, the proposed car parking provision shall be provided in accordance with the approved plans. Thereafter, the parking spaces shall be kept permanently free of any obstruction and maintained and retained at all times. Reason: To provide adequate car parking facilities within the site in accordance with the councils adopted parking standards and in the interest of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
