Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, C2000-102B, C13977-100 C, C2000-101 Rev A and C2000 106, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development shall be carried out in accordance with the levels shown on drawing numbers C13977-PC-003 (Existing and Proposed Site Levels) and C13977-PC-004 (Existing and Proposed Building Levels) approved on 16 May 2019. Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The development shall be carried out in accordance with the boundary treatment details shown on drawing number C13977-PC-005 (Proposed drainage and Landscaping Materials) and the proposed materials photomontage approved on 16 May 2019. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The development shall be carried out in accordance with the materials shown on drawing numbers C13977-PC-001 (Proposed materials - Plots 1 and 2), C13977-PC-002 (Proposed materials - Garage Flat) and Proposed materials photomontage approved on 16 May 2019. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development, the existing means of access onto Farm Road, shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with drawing number C13977-100B, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and to ensure the provision of offstreet car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011

The garage/car-port accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without the prior written permission of the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The Construction Management Traffic Plan Version 2 (May 2019) v2 approved on 20th June 2019 shall be maintained throughout the course of construction. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The development shall be carried out in accordance with the following documents approved by the Local Planning Authority on 11 July 2019: i) Southern Testing Environmental and Geotechnical Our Ref: JK/RP/GN0409 dated 29th April 2019 Additional Lead Investigation at 291 Reading Road, Henley on Thames; and ii) Your Environment Phase 2 Site Investigation Report for 291 Reading Road, Henley-on-Thames, RG9 1EL Report Number YE6590 (Revision 1) dated March 2019. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

The development shall not be occupied until the approved remediation strategy has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011

The development shall be carried out in accordance with the surface water drainage details shown on drawing number C13977-PC-005 (Proposed drainage and Landscaping Materials) and the Surface Water Drainage Strategy - Report Number: YE6590, Date: March 2019 and Phase 2 Investigation Report Number: YE6590 (Revision 1), Date: March 2019 approved on 16 May 2019. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The development shall be carried out in accordance with the foul drainage details shown on drawing number C13977-PC-005 (Proposed drainage and Landscaping Materials) and the Surface Water Drainage Strategy - Report Number: YE6590, Date: March 2019 and Phase 2 Investigation Report Number: YE6590 (Revision 1), Date: March 2019 approved on 16 May 2019. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) no additional window(s), door(s) or other openings shall be inserted at any time in any elevations of the development hereby approved. Reason: To safeguard the amenities of the occupiers of adjoining properties in accordance with Policies D4 and H4 or H13 of the South Oxfordshire Local Plan 2011
