The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P19/S3045/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, G007, G008, COW001, A110987- LSK-01, A110987- LSK-02, E001, G001, G002, G003, G004, G005 and G006, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P19/S3045/DIS

The planning permission hereby granted is for a 25 year period from the date of the first operation of the battery facility. Written notification of the date of first operation shall be given to the local planning authority no later than 14 days after the event. Thereafter the site shall be restored within an agreed period of time upon the cessation of the use or the expiry of 25 years whichever is the sooner in accordance with details to be submitted to and agreed in writing by the Local Planning Authority. Reason: Permission has been granted having regard to the temporary nature of the development and its impact on the area in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policy G2 of the adopted South Oxfordshire Local Plan. The exterior of the development hereby permitted shall only be constructed in the materials specified on the application forms and in section 5.1 of the Planning Design and Access Statement hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development (including vegetation clearance, tree felling or preparatory ground works) a construction environmental management plan for Biodiversity (CEMP: Biodiversity) shall be submitted to and approved in writing by the local planning authority. The CEMP (Biodiversity) shall include the following: a) Updated ecological surveys for relevant habitats and species (update surveys shall follow national good practice guidelines). b) Risk assessment of potentially damaging construction activities. c) Identification of "biodiversity protection zones". d) Practical measures (both physical measures and sensitive working practices) to avoid, reduce or mitigate the impacts on important habitats and protected species during construction. e) The location and timing of sensitive works to avoid harm to biodiversity features. f) The times during construction when specialist ecologists need to be present on site to oversee works. g) Responsible persons and lines of communication. h) Use of protective fences, exclusion barriers and warning signs. i) An assessment as to whether any derogation licences from Natural England will be required to implement the development lawfully. Thereafter the approved CEMP (Biodiversity) shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: To protect the important species on the site in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development, (including vegetation clearance, tree felling or preparatory ground works), a revised habitat management plan shall be submitted to and approved in writing by the local planning authority. The revised habitat management plan shall include, but is not limited to, the following; a) The methodology to be adopted to design, create and maintain a series of smaller glades within the woodland, linked with more informal paths/rides. b) Reinstatement of the fence along the eastern boundary, c) Suitable thinning of the woodland (focusing on non-native species) identifying notable trees with growth potential and providing space around them, and providing some understory planting around created glades. d) Responsible organisations and persons for each stage of management, with contact details e) A specific and proportional protected species mitigation and enhancement strategy based on the findings of surveys required under condition 4(a) f) The woodland management plan should cover a period of 25 years, with a review of the habitat management plan being undertaken every 5 years allowing for revision as suitable. Thereafter the approved woodland management plan shall be adhered to and implemented throughout the plan period strictly in accordance with the approved details. Reason: To protect the important species on the site and ensure that there is no net loss of biodiversity, in accordance with provisions of the NPPF and Policies CSB1 of the South Oxfordshire Core Strategy 2027 and C6 and C9 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any works within the site, a full and detailed Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority. The CTMP is required to include (but not limited to) the following; o A routing plan to a suitable scale, showing access to the site along the highway network for construction traffic and delivery vehicles alongside appropriate signing. oDetails of traffic management measures along the Blackberry Lane to be provided and shown on a suitably scaled plan. o Details of appropriate signing for pedestrians during construction works, including any footpath diversions to be provided and shown on a suitably scaled plan. o Details of any temporary access arrangements to be provided and shown on a suitably scaled plan. o Details of how access to the site and background traffic along Blackberry Lane (taking account of its status as a bridleway) and at the junction with the B480 will be controlled are required to be provided and shown on a suitably scaled plan. o Details of any road closures or closure of Blackberry Lane as a bridleway during the construction process are required to be confirmed. o Details of road sweeping and wheel wash facilities are required to be provided and shown on a suitably scaled plan. o A regime to inspect and maintain all signing, barriers etc. is required to be provided within the document. o Details of the erection and maintenance of security hoarding / scaffolding if required are required to be shown on a suitably scaled plan. o Details of staff parking are required to be provided within the document and shown on a suitably scaled plan. o A highway condition survey (extents to be agreed with the Highways Authority - contact 0845 310 1111) is required to be undertaken and included within the document in relation to Blackberry Lane. Upon completion of the development a post condition survey shall be undertaken and submitted to the Highway Authority for consideration. Any required works shall be undertaken immediately at the developer's expense . o Details of letter drops and associated information to be provided to all users of Blackberry Lane will be required to be provided within the document. o Contact details of the Project Manager and Site Supervisor responsible for onsite works are required to be provided within the document. Thereafter the approved CTMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
