The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 696_3_9, 696_3_8, 696_3_7, 696_3_6, 696_3_13, 696_3_14, 696_3_20, 696_3_23, 696_3_2, 696_3_4, 696_3_3, 696_3_10, 696_3_11, 696_3_21, 696_3_1, 696_3_24, 696_3_22 and 696_3_5, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P21/S0719/DIS, P21/S0743/DIS

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, CON5, CON15, D1 and TSM5 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the access, parking and turning areas shall be provided in accordance with the approved plans 696/3/7 & 696/3/10 and SD5-Transport & Access Statement and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies G2, D2, T1, T2 and TSM5 of the South Oxfordshire Local Plan 2011.

A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policies G2, T1 and TSM5 of the South Oxfordshire Local Plan 2011.

Any new entrance gates provided shall be set back a minimum of 5.0 metres from the edge of the carriageway and shall open inwards into the site. Reason: To ensure that vehicles may wait clear of the highway while the gates are opened or closed in the interests of highway safety in accordance with Policies G2, T1 and TSM5 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hard standings, and the provision of boundary treatment shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented prior to the first occupation or use of development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, CON5, CON15, C9, D1 and TSM5 of the South Oxfordshire Local Plan 2011.

The tree protection details as shown on the approved arboricultural impact assessment and method statement TH 1874 dated 14th January 2019 and shown on the tree protection plan TH/A3/1874/TPP and the tree protection measures shown on the Services Link from North Plan 696/3/12 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, CON5, CON15, C9, D1 and TSM5 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, a detailed lighting scheme for the site shall be submitted to and approved in writing by the local planning authority. For the avoidance of doubt, this detailed lighting scheme shall identify the location, type and technical specifications of all external lighting to be installed on site, in addition to any proposed mitigation measures. The detailed lighting scheme shall be justified using reference to the guidance contained within "Bats and artificial lighting in the UK - Guidance Note 08/18" (Bat Conservation Trust and Institution of Lighting Professionals, 2018). Thereafter, the lighting on site shall be provided strictly in accordance with the approved details. Reason: To minimise the impacts of development on biodiversity, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy, Policies G2, C6, C8 and EP3 of the South Oxfordshire Local Plan 2011 and Paragraph 170 of the NPPF.

The development hereby permitted shall not be commenced until surface water drainage works have been first submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details prior to occupation and thereafter retained as such. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be commenced until foul drainage works have been first submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details prior to occupation and thereafter retained as such. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall only be occupied as visitor accommodation and no part of the accommodation shall be occupied by the same person(s) for a period exceeding 28 days in any 90 day period and shall not be occupied as a person's sole or main place of residence. The owners/operators shall maintain an up-to-date register of the names of all the occupiers of the accommodation, as well as the dates of their arrival and departure and their contact details. This register shall be made available at all reasonable times to the local planning authority. Reason: The site lies in an area where new development is strictly controlled and the proposal has only been justified on the grounds of its public benefit to local tourism in accordance with Policies CSEM1 and CSR2 of the South Oxfordshire Core Strategy and Policies G2 and TSM1 of the South Oxfordshire Local Plan 2011.

There shall be a maximum of six shepherd huts on site at any one time. The shepherd huts hereby approved shall be removed from the site in the event that their use for visitor accommodation ceases. Reason: The site lies in an area where new development is strictly controlled and the proposal has only been justified on the grounds of its public benefit to local tourism in accordance with Policies CSEM1 and CSR2 of the South Oxfordshire Core Strategy and Policies G2 and TSM1 of the South Oxfordshire Local Plan 2011.
