Conditions / Refusal Reasons
The application fails to provide sufficient detail to demonstrate that the impact on the setting of the listed building and the character and appearance of the conservation area is not materially harmful. These details could be secured by conditions requiring the details of the design and style of brickwork, gates, posts railings and paint finish and lime mortar to be submitted and approved in writing by the local planning authority prior to commencement of development however, the applicant has declined to accept the proposed conditions suggested by the local planning authority. The development therefore conflicts with policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027; policies CON5, CON7, H13, D1 and G2 of the South Oxfordshire Local Plan 2011; policies DES1, DES2, ENV6, ENV7 and ENV8 of the Emerging South Oxfordshire Local Plan 2034; Policies VC3 and VC5 of the East Hagbourne Neighbourhood Plan and paragraph 196 of the NPPF.
