Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies D1, G2, CON6 and CON7 of the South Oxfordshire Local Plan 2011.

That, unless otherwise agreed in writing by the Local Planning Authority the boundary treatments hereby approved to comprise: i) brick wall in the location shown by the dashed line in orange as indicated on the approved plan drwgno 817085/PBT/01 Rev.H and to be constructed in materials identified in the email from Miller Homes dated 4 February 2020 and to match those that have been used for the 1.1m high feature brick wall indicated on the solid line in yellow on the same plan, and ii) iron railings coloured black as shown on approved drawing 050-DET-003 and in the location shown by the solid line in purple on the approved drwgno 817085/PBT/01 Rev.H. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies D1, G2, CON6 and CON7 of the South Oxfordshire Local Plan 2011.

That, unless otherwise agreed in writing by the Local Planning Authority the existing metal barrier shall be removed and replaced with the boundary treatments hereby approved as shown on on the approved plans within three months of the date of this permission. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies D1, G2, CON6 and CON7 of the South Oxfordshire Local Plan 2011.

That, unless otherwise agreed in writing by the Local Planning Authority, the vehicular and pedestrian accesses shall be carried out and thereafter maintained in accordance with the details approved on 19 September 2017 under application reference: P17/S1505/DIS. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The roads serving the whole of that part of the development under construction (apart from the wearing course and kerbing) shall been constructed in accordance with the specification in Oxfordshire County Council's Residential Road Design Guide. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That, unless otherwise agreed in writing by the Local Planning Authority, the archaeological evaluation and mitigation shall be carried out in accordance with the written scheme of investigation as approved on 9 May 2017 under application reference: P17/S1326/DIS. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON11, CON13, CON14 and E5 of the South Oxfordshire Local Plan 2011.

That, unless otherwise agreed in writing by the Local Planning Authority, the Construction Traffic Management Plan (CMP) shall be carried out in accordance with the details approved on 19 September 2017, 22 December 2017 and 4 January 2018 under application reference: P17/S1505/DIS. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That, unless otherwise agreed in writing by the Local Planning Authority, the Landscaping Scheme shall be carried out in accordance with the details approved on 15 November 2017 under application reference: P17/S2110/DIS. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

That, unless otherwise agreed in writing by the Local Planning Authority, the Landscaping Management Plan shall be carried out in accordance with the details approved on 15 November 2017 under application reference: P17/S2110/DIS. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The car parking spaces and turning area provisions to serve each dwelling shall be constructed, surfaced and marked out. The parking spaces shall be constructed to prevent surface water discharging onto the highway. Thereafter, the parking spaces shall be kept permanently free of any obstruction to such use. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Details of a Travel Plan shall be submitted within three months of the date of this permission to and approved in writing by the local planning authority. The Travel Plan shall be implemented as approved. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

That, unless otherwise agreed in writing by the Local Planning Authority, the Arboricultural Method Statement shall be carried out as approved on 6 June 2017 under application reference: P17/S1505/DIS and on the basis that the approved details are implemented prior to construction and retained during the construction period. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011

That, unless otherwise agreed in writing by the Local Planning Authority, the ecological management plan and enhancement strategy shall be carried out in accordance with the details approved on 30 October 2017 under application reference: P17/S0113/DIS. Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.

In connection with the implementation of this permission no construction works shall take place outside the hours of 7:30 to 18:00 Mondays to Fridays and 08:00 to 13:00 on Saturdays. Works shall not take place at all on Sundays, Public or Bank Holidays. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

That, unless otherwise agreed in writing by the Local Planning Authority, the details and location of the 'rapid charge' electric vehicle charging points for parking spaces shall be carried out in accordance with the details approved on 20 July 2017 under application reference: P17/S1981/DIS. Reason: To ensure sustainable forms of transport are provided in accordance with Policy CSQ2 of the of the South Oxfordshire Core Strategy 2027.

That, unless otherwise agreed in writing by the Local Planning Authority, the surface water drainage shall be carried out in accordance with the details approved on 15 January 2018 under application reference: P17/S1981/DIS. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

That, unless otherwise agreed in writing by the Local Planning Authority, the Air Quality Mitigation Measures shall be carried out in accordance with the details approved on 20 July 2017 under application reference: P17/S1505/DIS. Reason: Due to the location and the size of the approved development and the sensitivities within the area to ensure satisfactory standards of air quality for future residents of the approved development and surrounding residential properties in accordance with Policies G2 and EP1 of the a South Oxfordshire Local Plan 2011 and paragraphs 17, 109, 110, 120 and 124 of the NPPF.

The development permitted by this planning permission shall be carried out in accordance with the approved Flood Risk Assessment (FRA) ref 131087-R2(5)-FRA (RSK, January 2015) and Flood Risk Assessment Update Statement (RSK), and the following mitigation measure detailed within the FRA Update Statement: Provision of 127.19m3 of compensatory flood storage up to the 1 in 100 year plus an allowance for climate change flood level of 45.66mAOD, as detailed within Figure 8 rev 5 (RSK). The mitigation measures shall be fully implemented in accordance with the timing/phasing arrangements embodied within the scheme, or within any other period as may subsequently be agreed, in writing, by the local planning authority. Reason: To prevent an increased risk of flooding in accordance with the National Planning Policy Framework.

That, unless otherwise agreed in writing by the Local Planning Authority, the drainage strategy shall be carried out in accordance with the details approved on 15 January 2018 under application reference: P17/S0113/DIS. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

If, during development or as part of any further investigation, contamination not previously identified is found to be present at the site then no further development of the contaminated part of the site (unless otherwise agreed in writing with the local planning authority) shall be carried out until the developer has submitted a remediation strategy to the local planning authority detailing how this unsuspected contamination shall be dealt with and obtained written approval for the strategy from the local planning authority. The remediation strategy shall be implemented as approved. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.
