Government advice and Development Plan policies seek to promote sustainable development and focus development in the towns and villages in the District and restrict development in the open countryside. In this case, the site is undeveloped and lies outside the built-up limits of Ewelme and Benson and involves the development of a green field site. It is not physically well related to an existing settlement and does not constitute sustainable or infill development. As such the proposed development would be contrary to NPPF advice and to policies CSEM4 and CSR2 of the South Oxfordshire Core Strategy and saved policies G2 and E5 of the South Oxfordshire Local Plan 2011.
