The proposed fence, due to its position and height, would have a material detrimental visual impact on the site and surrounding area. The proposed development would detract from the character and appearance of the existing property, site and surrounding area. As such, the proposal would be contrary to Policies D1 and G2 of the South Oxfordshire Local Plan, Policy CSQ3 of the South Oxfordshire Core Strategy, Policy DQS1 of the Henley and Harpsden Neighbourhood Plan and advice contained within the South Oxfordshire Design Guide 2016 and Government guidance in the National Planning Policy Framework.
