Part of the site proposed for development is located within Flood Zone 2 where proposals for new residential development need to comply with the Sequential Test as outlined within the NPPF and the Development Plan. On the evidence submitted the proposed development fails the Sequential Test, because there are other reasonably developable sites available in Goring and the remainder of the District that lie within Flood Zone 1. As such the proposal would be contrary to the advice contained within the NPPF, the NPPG, Policy EP4 of the adopted South Oxfordshire Local Plan and Policy.02 of the made Goring On Thames Neighbourhood Plan.
