Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 14R-19NUN_140 B, 14R-19NUN_100 B, 14R-19NUN_910 B, 14R-19NUN_121 B, 14R-19NUN_101 B, 14R-19NUN_900 B, 002, 14R-19NUN_120 B, LOC001, 14R-19NUN_110 B, 14R-19NUN_000 E, 14R-19NUN_002 B, 14R-19NUN_001 E, 8190320-4401, 8190320-4402, 8190320-4301, 8190320-4302, 8190320-4101 A, 8190320-4201, 14R-19NUN_130 B and 14R-19NUN_600 rev A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P21/S2217/DIS, P21/S2930/DIS

Prior to the commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of retained trees during the construction period shall be submitted to and approved in writing by the Local Planning Authority. Written approval must be obtained prior to commencement of any site works including demolition. The matters to be encompassed within the arboricultural method statement shall include the following:- (i) A specification for the pruning of, or tree surgery to, trees to be retained in order to prevent accidental damage by construction activities; (ii) The specification of the location, materials and means of construction of temporary protective fencing and/or ground protection in the vicinity of trees to be retained, in accordance with the recommendations of BS 5837 'Trees in relation to design, demolition and construction' and details of the timing and duration of its erection; (iii) The definition of areas for the storage or stockpiling of materials, temporary on-site parking, site offices and huts, mixing of cement or concrete, and fuel storage; (iv) The means of demolition of any existing site structures, and of the re-instatement of the area currently occupied thereby; (v) The specification of the routing and means of installation of drainage or any underground services in the vicinity of retained trees; (vi) The details and method of construction of any other structures such as boundary walls in the vicinity of retained trees and how these relate to existing ground levels; (vii) The details of the materials and method of construction of any roadway, parking, pathway or other surfacing within the RPA, which is to be of a 'no dig' construction method in accordance with the principles of Arboricultural Practice Note 12 "Through the Trees to Development", and in accordance with current industry best practice; and as appropriate for the type of roadway required in relation to its usage. (viii) Provision for the supervision of ANY works within the root protection areas of trees to be retained, and for the monitoring of continuing compliance with the protective measures specified, by an appropriately qualified arboricultural consultant, to be appointed at the developer's expense and notified to the Local Planning Authority, prior to the commencement of development; and provision for the regular reporting of continued compliance or any departure there from to the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details with the agreed measures being kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2012 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hard standings, and the provision of boundary treatment shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented prior to the first occupation or use of development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2012 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of development, a full surface water drainage scheme, including details of the size, position and construction of drainage works, shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 100 year storm + 40% CC and will be implemented in accordance with the approved details prior to the commencement of the development hereby approved. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011. That, prior to the commencement of development, a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the size, position and construction of the drainage scheme, all coupled with calculations to evidence this. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011. Related application(s): P21/S2217/DIS

Prior to the commencement of development detailed plans showing the existing and proposed ground levels of the site together with the slab and ridge levels for the new buildings, relative to a fixed datum point on adjoining land outside of the application site, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2012 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

No development hereby permitted shall take place unless and until a certificate from the Delivery Partner (as set out in the District Licence WML-OR27-2020- 1), confirming that all necessary measures in regard to great crested newt compensation have been appropriately dealt with, has been submitted to and approved by the local planning authority and the local authority has provided authorisation for the development to proceed under the district newt licence. The Delivery Partner certificate must be submitted to this planning authority for approval prior to the commencement of the development. Reason: In order to adequately compensate for negative impacts to great crested newts, in accordance with Policies C6 and C8 of the SOLP, Policy CSB1 of the SOCS and paragraph 170 of the NPPF.

Prior to the commencement of the development hereby approved, including any site clearance, demolition or stripping, evidence of the successful receipt of a European protected species licence for bats, or evidence of the registration of the site under the bat mitigation class licence, specific to this development, from Natural England, shall be submitted to and approved in writing by the local planning authority. Reason: To protect the important species on site, in accordance with Policies C6 and C8 of the South Oxfordshire Local Plan 2011, Policy CSB1 of the South Oxfordshire Core Strategy 2012and paragraph 170 of the NPPF

Prior to the commencement of the development of the buildings labelled 'Mulit-purpose shed' and '6-bedroom dwelling' on drawing 14R-19NUN_000 E (except for demolition of existing buildings where required), a photographic schedule of all materials to be used in the external construction and finishes of these buildings shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2012 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Any external lighting will only be permitted in accordance with a lighting scheme and plan to be submitted to and approved by the Local Planning Authority prior to the first occupation of the development. Any such lighting shall be implemented in accordance with the approved details prior to occupation of the development and directed to a low level. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

Prior to first occupation of the development hereby approved, details of refuse and recycling storage shall be submitted to and approved in writing by the Local Planning Authority. The refuse and recycling storage shall be implemented in accordance with the approved details prior to the occupation of the development hereby approved and retained thereafter. Reason: To ensure adequate provision for the management of waste in accordance with Policy D10 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 14R-19NUN_000 E and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The buildings labelled on approved plan 14R-19NUN_000 E, namely 'The Loft', 'Multi-Purpose Shed', 'Old Town Cottage' and 'Shippon' shall only be used for self-catered commercial holiday letting purposes.They shall not be used for any other residential use falling within Use Class C3 of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (as amended), or any Statutory Instrument revoking or re-enacting that Order with or without modification. For the avoidance of doubt 'any other residential use' includes a person or persons' main residence, or a unit of accommodation that is occupied on a permanent basis by the same person or persons. Reason: To ensure the approved residential units are not occupied on a permanent basis in an unsustainable rural location in accordance with the aims of policies CSR1 and CSR2 of the South Oxfordshire Core Strategy 2012 and Policies E8, G2, G4, T1 and TSM1 of the South Oxfordshire Local Plan 2011

The development hereby approved shall be implemented in accordance with all of the measures stated in section 5 of the supporting Ecology and Protected Species Appraisal (James Johnston Ecology, 22/10/2019). Reason: To minimise the impacts on, and provide net gains for, biodiversity in accordance with Policies C6 and C8 of the South Oxfordshire Local Plan 2011, Policy CSB1 of the South Oxfordshire Core Strategy 2012 and paragraph 170 of the NPPF

The developer shall confirm in writing to the Local Planning Authority the presence of any unsuspected contamination encountered during the development. In the event of any contamination to the land and/or water being encountered, no development shall continue until a programme of investigation and/or remedial works to include methods of monitoring and certification of such works undertaken has been submitted to and approved in writing by the local planning authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

No development hereby permitted shall take place except in accordance with the terms and conditions of the Council's organisational licence (WML-OR27- 2020-1) and with the proposals detailed on plan Land and buildings at Home Farm, Nuneham Park: Impact Plan (for great crested newt district licensing)', dated 28th January 2020. Reason: In order to ensure that adverse impacts on great crested newts are adequately mitigated and to ensure that site works are delivered in full compliance with the organisational licence WML-OR27-2020-1, Policies C6 and C8 of the SOLP, Policy CSB1 of the SOCS and paragraph 170 of the NPPF..

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of a dwelling any hard surface as described in Schedule 2, Part 1, Class F of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and to ensure the open and rural character of the Green Belt is maintained in accordance with Policy CSQ3 and CSEN2 of the South Oxfordshire Core Strategy 2012 and Policies G2, GB4 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development Order) 2015 (or any Order revoking or re-enacting that Order) the erection or construction of gates, fences, walls or other means of enclosure as described in Schedule 2, Part 2, Class A of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and to ensure the open and rural character of the Green Belt is maintained in accordance with Policy CSQ3 and CSEN2 of the South Oxfordshire Core Strategy 2012 and Policies G2, GB4 and D1 of the South Oxfordshire Local Plan 2011.
