The proposed development would result in the erection of a new dwelling within a countryside location that is not supported by the council's development plan for new housing.  There are no material considerations of sufficient weight to outweigh this conflict.   As such the proposal conflicts with Policies CSS1, CSR1 and CS1 of the South Oxfordshire Core Strategy and Policy H13 of the South Oxfordshire Local Plan and policy set out within the National Planning Policy Framework.
