The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P20/S3575/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, BLO001, EEP001, EE001, PE001, EF002b, PF002b, EF001, PF001 and LOC001b, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to any works of construction above foundation level, a full schedule of all external materials shall be submitted to, and formally agreed in writing by, the Local Planning authority. The development must then be progressed strictly in accordance with the approved details. Reason: In the interests of the visual appearance of the development and its heritage impact, in accordance with Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies H13, CON2, G2 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied at any time other than for purposes incidental or ancillary to the residential use of the existing dwelling at Enigma Estate. This approval does not grant consent for any subdivision of the property into separate planning units. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property within a location where new housing would not accord with the spatial strategy set out in the Local Development Plan.
