That the extension and alterations result in a design that has created an incongruous and large building which is out of keeping with the character of the site and existing dwelling and causes harm to the character and appearance of the Long Wittenham Conservation Area and does not result in a public benefit to outweigh the harm. The development is contrary to policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027; policies CON7, H13, D1 and G2 of the South Oxfordshire Local Plan 2011; Policy LW4 of the Long Wittenham Neighbourhood Plan and paragraph 196 of the NPPF.
