That, having regard to the details of the proposed layout and the pattern of development in the area, the proposal represents a contrived and incongruous form of development that would be out of keeping with the established character of the surrounding area and does not reinforce local distinctiveness. As such the proposal would detract from the established character of the area contrary to Policies ESDQ16, and ESDQ17 of the Thame Neighbourhood Plan, Policy CSQ3 of the South Oxfordshire Core Strategy and Policies G2, D1, and H4 of the adopted South Oxfordshire Local Plan, and advice in the South Oxfordshire Design Guide and the NPPF.
