The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P21/S0902/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 19 009 04 A, 19 009 03 A, 19 70202 03, 19 70202 01, 19 70202 02, 19.009-08, 19.70202-04 rev B and 19.009-05 Rev D, the Bell Tent Photograph Ref 01 and Yurt photograph Ref 02 except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P21/S0902/DIS

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans and section 7 of the application forms hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies D1, G2 and TSM6 of the South Oxfordshire Local Plan 2011. Prior to the commencement of the development hereby approved, a detailed and specific Biodiversity Mitigation and Enhancement Strategy (BMES) shall be submitted to and approved in writing by the local planning authority. The BMES shall specify measures to minimise the impacts of development (species and habitat mitigation) and provide details on how the habitats on site will be managed to enhance the site for biodiversity (cross referencing landscaping plans as appropriate). Thereafter, the development shall be implemented in accordance with the approved details. Reason: To minimise the impacts of development on biodiversity, in accordance with Policies C6 and C8 of the SOLP, Policy CSB1 of the SOCS and paragraph 170 of the NPPF Related application(s): P21/S0902/DIS

The landscaping scheme as shown on the approved plan 19.70202-04 rev B shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent nuisance to adjoining residential occupiers from light spillage. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy CSEN1 of the South Oxfordshire Core Strategy 2027 and Policy EP3 of the South Oxfordshire Local Plan 2011.

Before commencement of works details of the proposed mitigation works including the provision of passing places, signing, resurfacing/repair of the relevant sections of Cow Lane, and a lit footpath link in accordance with condition 7, between Cow Lane and the site shall be submitted to and agreed in writing by the Local Planning Authority. Thereafter, the approved works shall be completed before first occupation. Reason: In the interests of highway safety in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to first occupation, details of the proposed car parking facilities, including parking spaces for disabled users shall be submitted to and agreed in writing by the Local Planning Authority. Thereafter, the parking facilities shall be provided before first occupation in accordance with the approved plans and be maintained and retained all times for the use of the development. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to first occupation, details of cycle parking to be provided within the site, secured and undercover shall be submitted to and agreed in writing by the Local Planning Authority. Thereafter, the agreed cycle parking shall be provided before first occupation and be maintained and retained all times for the use of the development. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

There shall be a maximum of four bell tents, one yurt and one shepherd hut on site at any one time. The accommodation and ancillary structures hereby approved shall be removed from the site in the event that their use for visitor accommodation ceases. Reason: The site lies in an area where new development is strictly controlled and the proposal has only been justified on the grounds of its public benefit to local tourism in accordance with Policies CSEM1 and CSR2 of the South Oxfordshire Core Strategy and Policies G2 and TSM6 of the South Oxfordshire Local Plan 2011.
