The proposal provides inadequate parking facilities for cars and will lead to indiscriminate/obstructive parking on the surrounding road network where parking restrictions are in place which would increase the risk to highway safety and to users of the highway contrary to saved policies T1, T2 and D5 of the South Oxfordshire Local Plan 2011 and the NPPF.

That, having regard to the size of the site and the relationship with the existing B and B accommodation and restaurant, the provision of additional accommodation for staff represents an incompatible mix of uses and an overdevelopment of the site that would fail to provide adequate standards of amenity and privacy for occupants contrary to saved policies E5 and D5 of the South Oxfordshire Local Plan 2011.
