The existing unauthorised fence is suburban in character and appearance and contrary to the rural character of the site and its surroundings and harmful to the surrounding historic environment. The development is therefore contrary to policy CSQ3 of the South Oxfordshire Core Strategy; saved policies D1 and G2 of the South Oxfordshire Local Plan 2011; policy NP7 of the Benson Parish Neighbourhood Plan; draft policies DES1 and DES2 of the Emerging South Oxfordshire Local Plan 2034; and government guidance contained in the National Planning Policy Framework aimed at achieving good design and respect for local distinctiveness.
The existing unauthorised fence detracts from the rural character and setting of the Preston Crowmarsh Conservation Area and is harmful to the surrounding historic environment. This is contrary to policy CSEN3 of the South Oxfordshire Core Strategy; saved policy CON7 of the South Oxfordshire Local Plan 2011; policy NP6 of the Benson Parish Neighbourhood Plan; draft policies ENV6 and ENV8 of the Emerging South Oxfordshire Local Plan 2034; and government guidance contained in the National Planning Policy Framework aimed at conserving and enhancing the historic environment.
The existing unauthorised development is contrary to the distinct landscape character of the site and its surrounding within the River Thames Corridor. The development is therefore contrary policy CSEN1 of the of the South Oxfordshire Core Strategy; saved policy C3 of the South Oxfordshire Local Plan 2011; draft policy ENV1 of the Emerging South Oxfordshire Local Plan 2034; and government guidance contained in the National Planning Policy Framework aimed at protecting valued landscapes from adverse development.
The existing unauthorised 1.5m high close boarded fence and solid gated entrance has been erected adjacent to the highway reducing the width of the northern access without vision splays. This is contrary to highway safety and contrary to saved policy T1 of the South Oxfordshire Local Plan 2011; and government guidance contained in the National Planning Policy Framework aimed at achieving highway safety and convenience.
