The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P20/S0522/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, P1.1b, P2a, P3a, P4a, P5a, P6a, P7a, P9a, 18 BLEW 100 B, 18 BLEW 200 A, 18 BLEW 300 B, 18 BLEW 500 A, 18 BLEW 501 A, 18 BLEW 502 A, 18 BLEW EX01, 18 BLEW EX02, 18 BLEW EX03 and 18 BLEW SL01 B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development shall be built using only the external materials specified on the forms and/or shown on the approved drawings and supporting documentation the subject of this planning permission, unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development and to preserve the character and appearance of the Grade II listed building in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CON2, CON3, D1, G2 and H13 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any works to the Blewbury Mill hereby approved, including any stripping or demolition, evidence of the successful receipt of a European protected species licence, or evidence of the successful registration of the site under the bat mitigation class licence, from Natural England, specific to this development, shall be submitted to and approved in writing by the local planning authority. REASON: To protect the important species on the site, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policy C8 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall be implemented strictly in accordance with the recommendations made in section 4.3 of the supporting Emergence and Bat Activity Survey Report (Cherryfeld Ecology, Final Date: 05/06/2018). Any variation from the approved details shall first be approved in writing by the local planning authority prior to any such change being implemented. REASON: To protect the important species on the site, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policy C8 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall be carried out in accordance with the flood resilient measures as set out within the approved Flood Risk Assessment. Reason: To prevent increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with the National Planning Policy Framework.
