Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, TKWW-PL-01 Rev E, TKWW-PL-02 Rev E, TKWW-PL-07 Rev D, TKWW-PL-03 Rev B, L 01 18 - E, L 01 18 - F, J1618 - T, HTS-TCP-01B and HTS-TPP-01C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the application forms or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, H13 and D1 of the South Oxfordshire Local Plan 2011.

The tree protection details set out in the submitted Full Arboricultural Method Statement and shown on the Tree Protection Plan HTS-TPP-01C shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011

The north pad foundations for the proposed garage shall be hand dug or air spade installed with arboricultural supervision (to ensure the retention of roots greater than 25mm in diameter) as confirmed within the email from the agent dated 27 August 2019. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011

The development hereby approved shall be implemented in accordance with section 4.2 of the supporting Bat Presence/Absence Survey Report (United Environmental Services Ltd, 06/11/2018). Reason: To minimise the impacts of development on biodiversity, in accordance with Policies C6 and C8 of the SOLP, Policy CSB1 of the SOCS and paragraph 170 of the NPPF.
