Given the design, size and scale of the proposed rear dormer window the proposal would fail to preserve or enhance the character or appearance of the Conservation Area. Dormer windows are uncharacteristic of the existing property and properties of a similar type and design in the immediate surrounding area. The proposed dormer would be visible from public vantage points and have a negative impact upon the character and appearance of the existing property and surrounding area. As such, the proposed development would be contrary to Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy, Policies CON7, D1, G2 and H13 of the South Oxfordshire Local Plan, Policy DSQ1 of the Joint Henley and Harpsden Neighbourhood Development Plan, the technical guidance set out in the South Oxfordshire Design Guide 2016 and to Government guidance in the National Planning Policy Framework.
