The proposed dwelling and access, by reason of their position and appearance, would constitute a form of backland development that would be out of keeping with the prevailing two-storey frontage development and thereby detract from the sylvan character and appearance of the area. As such, the proposal would be in conflict with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy and Policies G2, D1 and H4 of the South Oxfordshire Local Plan 2011. The proposal would also be contrary to Policies DES1, DES2, ENV1 and H16 of the emerging South Oxfordshire Local Plan 2035.
