Conditions / Refusal Reasons
That the proposed quality of the development is being diminished through the amended application by virtue of one dwelling being positioned closer to the site's boundary with Hazel Gardens, which would result in less space for successful long term landscaping to thrive and would lead to the increased likelihood of future occupiers finding the trees oppressive and seeking their removal to minimise the restriction of light into the property which would result in the development being detrimental to the visual amenity and the strong leafy character of the area by the reduction of soft landscaping. Furthermore, the proposed new entrance wall at the entrance of the site would be out of keeping with the village character of the area. It therefore, fails to enhance the green and wooded character of the local area. The proposal would be contrary to policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy, policies C9, D1, G2 and H4 of the South Oxfordshire Local Plan and policies D1, H3, ENV2a and ENV2b of the Sonning Common Neighbourhood Development Plan, as well as the South Oxfordshire Design Guide (2016) and supporting technical document Trees and Landscaping, and the National Planning Policy Framework.
