The proposed change of use does not benefit from permitted development rights conferred under Schedule 2, Part 3, Class R of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended). The existing building was constructed after 12th July 2012 and has not been in an agricultural use for a period of 10 years prior to the date development under Class R would begin in conflict with the provisions of paragraph R1, a, iii of the order.

Increased traffic, particularly commercial vehicles, associated with the proposed change of use of the building would increase conflict with other users of the highway and public rights of way in the locality (including users of a National Trail). The poor quality of the highways in the locality of the site (single lane roads with a lack of safe pedestrian or cycle routes) would not permit mitigation to be secured against the impacts of increased traffic to the detriment of highway safety in conflict with the aims of paragraphs 98 and 107 of the National Planning Policy Framework. Under the provisions of paragraph W of Part 3 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) prior approval is refused as to the transport and highways impacts of the development.
