The use of the land edged red for stationing 145 mobile homes would comprise an intensification of such scale and kind, as to result in a significant and definable change in the character of the site and use. As such, as a matter of fact and degree, and having regard to both on-site and off-site impacts, the proposal would constitute a material change of use. Therefore, planning permission for the proposal from the Local Planning Authority would be required.
