Conditions / Refusal Reasons
No ecological or arboricultural reports have been submitted as part of this application. As such it has not been possible to make an assessment of whether the proposed development and change of use of the land would result in harm to any bats and / or their roosts which remain a protected species under national and international legislation. As such the proposal is contrary to Policy CSB1 of the South Oxfordshire Core Strategy and Policy C8 the South Oxfordshire Local Plan 2011, and the National Planning Policy Framework.
No scheme for the mitigation and management of biodiversity enhancement, in accordance with a relevant and up to date habitat survey has been submitted. As such it has not been possible to make an assessment as to whether the proposed extensions, outbuilding and extension of the residential curtilage would have an irreversible and harmful effect on the priority habitat within and surrounding the site and any resultant impact on any protected species. As such the proposal is contrary to Policy CSB1 of the South Oxfordshire Core Strategy and Policies C6 and C8 the South Oxfordshire Local Plan 2011, and the National Planning Policy Framework.
The proposed extensions, by reason of their irregular form, excessive bulk and massing, would fail to constitute a subservient and sympathetic addition to the existing dwelling. They would result in an incongruous and overly complex form of development that would unduly increase the prominence of the dwelling within its rural woodland setting, and would fail to conserve the landscape qualities of the Chilterns Area of Outstanding Natural Beauty. As such the The proposal is contrary to policies CS1, CSS1, CSEN1, and CSQ3 of the South Oxfordshire Core Strategy and Policies D1, G2, G4 and H13 of the South Oxfordshire Local Plan 2011, and the National Planning Policy Framework and guidance contained within the South Oxfordshire Design Guide.
The proposed extensions and outbuilding will require the removal and / or hard pruning of a number of trees on site. The application does not include any tree survey, protection plans or arboricultural reports able to demonstrate the proposed development would not result in harm to the existing landscape features on site which form part of the priority habitat and make a significant contribution to the character of the site inside of the Chilterns Area of Outstanding Natural Beauty. As such the proposal is contrary to policies CS1, CSS1, CSEN1, CSB1 and CSQ3 of the South Oxfordshire Core Strategy and Policies D1, C9, G2, G4 and H13 of the South Oxfordshire Local Plan 2011, and the National Planning Policy Framework and guidance contained within the South Oxfordshire Design Guide.
The proposal seeks to make alterations to the existing property which will significantly increase the number of bedrooms within the dwelling. Given the location of the application site the majority of trips to and from the property will be via the private car. As such a minimum of four on-site parking spaces are required so as not increase the risk of indiscriminate/obstructive parking occurring within the vicinity of the site. The parking spaces demonstrated do not meet current dimensional standards nor are they able to demonstrate adequate space for turning within the site. Currently it is unclear whether this is achievable when taking into account the proposed extensions and expected tree protection measures required. As such the proposal is contrary to Policies H13, T1 and T2 of the South Oxfordshire Local Plan 2011.
