That given the location of site adjacent to open countryside the proposed development does not constitute infill development in respect of being closely surrounded by buildings because there is an absence of buildings on at least two sides. The development is therefore harmful to the character of the area contrary to Policies CSR1 of the South Oxfordshire Core Strategy , G2 of the South Oxfordshire Local Plan 2011, BCS1 of the Brightwell cum Sotwell Neighbourhood Plan and paragraph 117 of the NPPF.
