Given the design, scale and position of the proposed carport to the front of the existing detached garages fronting Estover Way it would form a prominent feature on the existing street scene. Carports of this type, size and design are uncharacteristic of the existing property and the surrounding area. The proposed development would have a negative impact upon the character and appearance of the existing property, site and surrounding area. As such, the proposed would be contrary to Policies D1, G2 and H13 of the South Oxfordshire Local Plan, Policies CS1 and CSQ3 of the South Oxfordshire Core Strategy, Policy CH C1 of the Chinnor Neighbourhood Plan, advice from the South Oxfordshire Design Guide and to Government guidance in the National Planning Policy Framework.
