The fence by reason of its scale, design, material and overall external appearance, results in a visually prominent and incongruous feature and has an adverse impact on the character and appearance of the Clifton Hampden Conservation Area. The fence also undermines the openness of the Green Belt. The scheme does not comply with the requirements of the Planning (Listed Buildings and Conservation Areas) Act 1990, the National Planning Policy Framework, Policies CSEN2, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy and Policies  GB4, G2, G4 and CON7 of the South Oxfordshire Local Plan and the South Oxfordshire Design Guide ( 016).
