The proposed development, by reason of its siting, scale, size, bulk and design would be visually prominent and would result in a highly visible domestic conversion of an open agricultural building within the rural landscape that forms the wider setting of the listed farmhouse. The proposed development would detract from the rural character and appearance of the site and surrounding area, which would also be to the detriment of the setting of the listed building. As such the proposal is contrary to the National Planning Policy Framework, Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy and Policies D1, G2, G4, E8 and CON5 of the South Oxfordshire Local Plan 2011.
