The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 93200 12 Rev A, 93200 11 Rev A, 93200 03, 93200 13, 93200 02, LOC 01 and 93200 01, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The dwellings hereby approved shall not be occupied until the internal site access drive and hard-surfaced areas for the parking and turning of vehicles have been constructed in the location shown on approved plan no. 93200 / 11 A - Proposed Site Plan strictly in accordance with a no-dig construction method, the full details of which shall first be submitted to and approved in writing by the Local Planning Authority. As a minimum, the submitted details shall include a written no-dig construction methodology, written details of the hard-surface materials (to include manufacturer specifications) and site sections to an appropriate scale. Reason: To ensure sufficient off-road parking and turning areas are secured, to protected archaeological remains that may be present and to protect existing trees located along the southern boundary of the site in accordance with policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C9, CON7, CON11, CON13, D1, D2, H11, G2 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development, the existing means of access onto Otmoor Lane, shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies D1, D2, H11, T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of the dwellings hereby approved a means of enclosure (fence, wall or hedge)shall be erected between the subdivided plots (in the location shown on approved plan no. 93200 / 11 A - Proposed Site Plan) in accordance with full details that shall first be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development and to ensure sufficient privacy for future site occupiers in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies D1, D4, H11 and G2 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway. Reason: In the interests of highway safety in accordance with policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies D1, D2, H11, T1 and T2 of the South Oxfordshire Local Plan 2011.
