Prior to occupation of any specified dwelling, pedestrian visibility splays at the vehicular access to that dwelling of 2m x 2m at a height of 0.6m and above shall be provided and retained. No dwellings on the parcel of development hereby approved (L&G parcel PG.P1) shall be occupied until the section of spine road serving that parcel (approved through P17/S3859/RM) has been constructed to enable vehicular access from parcel LG.P1 to the B4016 Ladygrove North Junction. Reason: To ensure that the parcel is connected to the local highway prior to its occupation in the interests of highway safety, accessibility, and sustainability in accordance with Policy T1 of the South Oxfordshire Local Plan 2011. Prior to first occupation of the dwellings hereby approved, a safe and secure pedestrian and cycle access route must be provided from these dwellings to the A4130 adjacent to the B4016 in accordance with the plans approved through reserved matters approval P19/S1177/RM and thereafter maintained in accordance with the approved plans. Reason: In the interests of highway safety, accessibility and sustainability in accordance with Policy T1 of the South Oxfordshire Local Plan 2011

Prior to first construction of the residential buildings hereby approved an open space phasing plan including safe pedestrian access from residential dwellings to the open space, shall be submitted to and approved in writing by the Local Planning Authority. The phasing plan shall ensure that an area of safely accessible public open space is completed and ready for use prior to first occupation of the residential parcel. The open space for the parcel shall be provided in accordance with the approved phasing plan. Reason: To ensure the occupants of the residential parcel have access to the public open space associated with this residential parcel in accordance with Policies D1 and R6 of the South Oxfordshire Local Plan 2011 and Policy CSQ3 of the South Oxfordshire Core Strategy 2027.

The parking and turning areas shall be provided in accordance with the approved plans and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved for plots 1, 2, 3, 4, 5, 6, 7, 8, 12, 13, 14, 15, 29, 37, 38, 41, 42, 43, 44, 45, 48, 53, 69, 90, 95, 96, 138, 139, 145, 146, 150, 152, 153, 166, shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to first occupation, a full set of private drainage layout drawings covering the site subject to this application shall be submitted to the Local Planning Authority. Reason: To ensure that the application is accompanied by a complete set of private drainage layout plans,in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

Prior to first occupation, notwithstanding the parking details shown on approved drawing number CB_12_132_P1_104 (Affordable Housing Plan), a plan allocating all of the approved car parking bays in the parking courts serving Plots 79 to 88 and Plots 124 to 132 shall be allocated to individual units, as opposed to providing unallocated bays, shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure the provision of adequate off-street car parking in accordance with Policies D2, T1 and T2 of the South Oxfordshire Local Plan 2011.
