The metal barrier that has been constructed is of a stark and excessively engineered appearance that is inconsistent with the character of the Winterbrook Conservation Area demonstrating none of the key characteristics of the means of enclosure that are present in the area. This is exacerbated by its position, which is a sensitive location within the designated area, alongside the existing brook and in a prominent visual location at the entrance to the Winterbrook Park site and along the Reading Road. This amounts material harm to the heritage asset which has not been fully and clearly justified to be outweighed by the benefits to highway safety. The development fails to meet the policy requirements of paragraphs 193, 194, 196, 197 and 200 of the NPPF and policies CSEN3 and D1, G2 and CON7 of the South Oxfordshire Local Plan 2011.
