In the event that the spine road and combined footway / cycleway are not intended to be offered for adoption by the Local Highway Authority, full engineering details of the spine road and the combined cycle/footway that are subject to this application shall be submitted to and approved by the Local Planning Authority prior to the commencement of development. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction accordance with the Councils standards in accordance with Policy CSM1 of the South Oxfordshire Core Strategy 2027 and policies T1, T2 and EP3 of the of the South Oxfordshire Local Plan 2011.

Other than for the purposes of construction, no part of the proposed spine street or the combined cycle/footway that are subject to this application shall be used until that part of the spine street or the combined cycle/footway has been constructed, surfaced and drained in accordance with the approved plans. Reason: To provide a safe and accessible highway in accordance with Policy CSM1 of the South Oxfordshire Core Strategy 2027 and policies T1, T2 and EP3 of the of the South Oxfordshire Local Plan 2011.

Any changes to the junction stubs (shown indicatively on the approved plans) in future reserved matter applications shall overlap with the red line boundary for the spine road to show their connection to the spine road and provide an amended planting scheme for these locations. Reason: The approved plans subject of this reserved matters application indicate that the junction stubs are shown indicatively and their precise location will be the subject of future reserved matters applications. Any changes will need to ensure that planting plans that are the subject of this application are not compromised by the re-location of junctions onto the spine road in accordance with in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Details of the clearance and desilting of the Ladygrove Brook through the site and downstream to Appleford Road within land controlled by the applicant shall be carried out prior to first occupation of any dwelling within L&G Parcel LG.P1 (P19/S1296/RM) in accordance with details that shall have first been submitted and approved in writing by the Local Planning Authority and the details shall include proposed works, schedule for maintenance and timetable for works. The works and maintenance shall be carried out in accordance with the approved details. Reason: To ensure the capacity of the Ladygrove Brook for drainage and flood prevention is maintained in accordance with Policy EP6 of the South Oxfordshire Local Plan 2011 and paragraph 103 of the National Planning Policy Framework.
