The proposed development would require the future occupiers of Plot 3 and visitors to that unit to use an existing means of vehicular access with substandard visibility splays onto Reading Road. In addition, it has not been adequately demonstrated that delivery vehicles would be able to turn within the site to be able to exit in forward gear to prevent reversing manoeuvres through the narrow access onto the classified road within close proximity to a traffic light-controlled crossing. This would result in a more frequent use of the substandard access and an unacceptable impact on highway and pedestrian safety. The proposal would also lack visibility splays to demonstrate safe egress from the proposed parking spaces to Plot 2. As such, the proposed development would be in conflict with saved policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011 and advice contained within Paragraph 109 of the NPPF.
The proposed substandard and inconvenient vehicular access and turning arrangements would be likely to cause obstruction and disturbance between the future occupiers of Plot 3 and visitors to that unit and the residents of the existing flats No's 283A, 283B, 285A and 285B Reading Road that already use that access. This would result in conflict between households that would unacceptably detract from the residential amenity of existing and future residential occupiers. As such, the proposal would be contrary to saved policies G2, D2, EP2 and H4 of the South Oxfordshire Local Plan 2011 and advice contained within Paragraph 127 f) of the NPPF.
