Conditions / Refusal Reasons
The development hereby approved shall only be constructed as an alternative to the development approved under applications P15/S3267/FUL, P16/S2160/FUL and P17/S2023/FUL. The manege shall not be constructed in addition to or in conjunction with the previously approved development.
Reason: To avoid the overdevelopment of the site in in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C4, G4, G2 and D1 of the South Oxfordshire Local Plan 2011.
The planting as shown on the approved plan (6188-05 Rev A) and as described within the agent's email dated 24th June 2019 shall be implemented within six months of the date of this permission.
In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the landscaping implementation, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
The equestrian facilities hereby permitted shall not be used at any time other than for private leisure purposes ancillary to the residential use of the dwelling at no. 38 Lower Icknield Way. At no time shall they be used for any commercial purposes, including for livery.
Reason: A commercial use of the property could represent an undesirable form of development within the rural landscape, with potentially adverse impacts upon the character of the site and highway safety; in accordance with Policy CSEN1 of the South Oxfordshire Core Strategy and Policies T1, T2, G2, G4 and R10 of the South Oxfordshire Local Plan 2011.
No external lighting of the manege shall be installed without planning permission from the Local Planning Authority.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.
