Description
Removal of all existing internal plaster finishes and all existing external render finishes, fungicide and insecticide chemical preservative treatment of existing timber frame, repair and / or replacement of decayed and rotten timber, restore internal plaster finishes and external render finishes with lime plaster / render finishes. Dismantle existing rear section of building at first and second floor levels (flats 3 & 4), and part ground floor level (shop), including chimney, repair and / or replace decayed and rotten timber and rebuild with new timber to strengthen existing structure, extend rear gable end timber frame to roof level to form complete gable frame. Remove existing paint finishes to external masonry walls (flats 1 & 2), repair masonry and apply lime render finish to exterior of building. Permanently demolish unstable internal wall (flat 2). (Area of timber to be taken down and replaced increased on first and second floors as shown on amended plan received 16th May 2019).

Conditions / Refusal Reasons
The works hereby permitted shall be begun not later than three years from the date of this consent. Reason: To comply with the provisions of section 18(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990. Related application(s): P21/S0011/DIS

That the works hereby approved shall be carried out in accordance with the details shown on the following approved plans, 16 09 180 A, 13628 101, 13628 100, 13628 103, 13628 105, 13628 107, 13628 108, 16 09 185, 16 09 184, 16 09 183, 16 09 182 and 16 09 181, except as controlled or modified by conditions of this consent. Reason: To secure the proper planning of the historic environment in accordance with Development Plan policies.

The plaster finish of the first-floor front room, labelled Living Room on the approved first floor plan, is not to be removed unless otherwise agreed in writing by the local planning authority following detailed justification for this need. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON3 of the South Oxfordshire Local Plan 2011.

Repairs or replacement guttering to the front elevation shall be implemented as previously agreed under application P18/S3178/DIS. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON3 of the South Oxfordshire Local Plan 2011.

Details, including drawings as necessary, in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. A detailed photographic record of the first floor wall to be removed shall be submitted to and agreed by the local authority prior to its demolition. Thereafter the works shall be carried out in accordance with the approved details. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON3 of the South Oxfordshire Local Plan 2011.
